My Republican Opponent On the Constitutionality of Affordable Care Act

Medicaid as we now know it is unsustainable and will quickly consume the vast majority of the state budget. 

If the U.S. Supreme Court rules the Affordable Care Act unconstitutional, we can reset the debate on health care and insurance policies.

I agree, but my question is, what if it is not declared unconstitutional? And, if it is, what are you going to do anyway because Medicaid will still consume most of the state's budget?
